LOW-INCOME ENERGY ASSISTANCE PROGRAM
Low-Income energy Assistance Program (LEAP)
Our 2019 LEAP program is now open and we are accepting applications for grants.
The Low-Income Energy Assistance Program (LEAP) was developed by the Ontario Energy Board (OEB) with input from electric and gas utilities, consumer associations and social service agencies. There are three components to the program to assist low-income customers:
- Emergency financial assistance fund
- Targeted conservation programs
- More flexible customer service rules.

Emergency Financial Assistance Fund
Dixie Bloor Neighbourhood Centre is the lead agency as well as the intake agency for Alectra Utilities in Peel Region. We will pre-screen customers to see if they meet the household low-income guidelines, and other eligibility criteria including if the customer is in threat of disconnection for non-payment. If the client qualifies for the program, our staff will arrange an appointment and inform the client of the supporting documents they must bring to the appointment to complete the LEAP fund application process.
United Way of Greater Simcoe County is the lead agency for all Enbridge clients. Please call 1-855-487-5327 and a UW staff will guide you through the process.
The client must bring the following supporting documents to the appointment in order to complete the LEAP fund application process
- Current energy bills for their residence. The bill should have the client’s name and current address on it – these should verify the amount of arrears;
- Notice of Service Disconnection, if applicable;
- Applicant Identification – two pieces of I.D. for the main applicant, and 1 piece of I.D. for each of the other household members are required;
- Copy of rental receipt, lease or mortgage document;
- Proof of household income – pay stubs or OW or ODSP stub or Income tax return, a letter from the employer; (for all household members over the age of 18)
- Bank statement from the most recent month. (for all bank account and for all members of the household over the age of 18)

Dixie Bloor Neighbourhood Centre will determine eligibility. To be eligible for a grant you must meet the following criteria:
- Be an existing residential customer of Alectra Utilities
- Reside at the address for which there are arrears
- Have a household after tax income* at or below the Statistics Canada Low-Income Cut-off
* All figures above are net family income.
In addition to the criteria above, Dixie Bloor Neighbourhood Centre will also consider the following:
Are you in threat of disconnection?
Have you made prior attempts to pay bills and address your account?
Would the receipt of financial assistant allow you to sustain your service?
Frequently Asked Questions
What is the Emergency Financial Assistance Fund?
It is a grant program intended to provide emergency relief to eligible low-income customers who may be experiencing difficulty paying current arrears. It is not intended to provide regular or ongoing bill payment assistance.
How does the fund work?
Over 40 social service agencies will be able to assist customers in their communities, who need help paying their bills. The agencies will help customers complete the application form. After successful completion of the application process, funding will be credited directly to the customers’ utility bill.
How do I know if I qualify?
Availability of funding is limited to residential customers who meet the following conditions:
Have a pre-tax household income at or below the Statistics Canada Low-Income Cut-off + 15%
Have utility bills that are currently in arrears
Are in threat of disconnection
Have made prior attempt to pay bills and address their utility account.
Receipt of financial assistance will allow the customer to sustain utility service
Dixie Bloor Neighbourhood Centre will address these criteria during their discussion with customers and when completing the application.

For Enbridge, please call United Way of Greater Simcoe County at 1-855-487-5327 and a UW staff will guide you through the process.
How long does the program run?
The 2019 LEAP program is open and we are accepting applications for grants. The program will be available until the amount of the fund has been depleted.
